Program run fail!

I hate when I'm trying to run a program and Vista never tries to continue trying to work the program. And it's very hard to keep a program up. I have a very, very good computer. Dell studioXPS and I sure am having trouble doing things. Like running a program and all these permissions. Thank you for your time.
